1. Brian Finnegan was introduced as the new member, filling the vacancy left by George Huppert.

2. Members participated in a moment of silence for reflection of George Huppert’s many contributions to the University.

3. M/S/P to approve the minutes of October 9, 2001.

4. Student petition – Re-entry student seeks exception to the general education requirement for two appreciation classes. Amelia Dittman will bring documentation to the next meeting.

5. Discussion

a. Point #3 of the bylaws – “Initiating, developing and recommending changes in the design of curriculum for experimental and research purposes.” Three questions came out of the discussion: 1) should deans receive/review departmental assessment of experimental courses? 2) umbrella courses are used for any number of reasons, so UCC does not know which courses are experimental and which courses are normal courses. Do we need to reconsider the way we use umbrella courses? and 3) should Point #3 be deleted from UCC bylaws?

b. Point #5 – “Evaluating curriculum proposals by a hierarchical set of criteria, taking into consideration the needs of students and of society, the mission of the university, the necessity for quality programs, and the ability of the department and college to meet the resource needs of the proposal.”  Reference was made to the Kraemer document that lists seven reasons for rejecting a new course proposal. Chair Schoen volunteered to interweave Point #5 and Kraemer’s list by the next committee meeting.

There will be further discussion of the three questions in point “a” above and the combined set of criteria prepared by Chair Schoen.

6. First Reading, Proposal #6, Applied Music catalog description, changes effective spring 2002.

“Applied Music
Applied Music courses are open to music majors and minors. Other students may audition to take applied music courses on a space-available basis and must pay an applied music fee for private instruction.

Students with little or no formal training should enroll in 100 level courses. Placement in intermediate (200 level) and advanced (300 level) courses is determined by audition. Students enrolled in 200 or 300 level courses will perform for a Music Department jury at the close of each semester of instruction. Students enrolled in recital-level courses (400 level) will present a public recital.

Students enrolled in 200 and 300 level courses take one (one-half hour) private lesson per week and will also meet for one class lesson per week. Students may enroll in a maximum of two applied areas each semester (100 level courses are excluded from this total.) All applied music courses are for one credit. Prerequisite: audition approval of music faculty and music chair for enrollment in all applied music courses.

*A music major may enroll for a maximum of nine semesters in a single applied area without paying an extra fee. Of those nine semesters, only six may be earned at the 200 level. A music minor may enroll for a maximum of four semesters in an applied music area without paying a fee. Non-music majors and minors may enroll in applied classes after audition approval from music faculty and music chair, payment of a fee will be required.

Applied music courses have been closed to all students without overrides from the music department. This proposal opens applied courses to music majors and minors without overrides. The applied courses will be available to non-majors and minors on a space available basis through an audition/override process.

M/S/P to waive the second reading and approve the proposal.
