Parking regulations

A page within Parking Services

Permits are required for all visitors, students, faculty, and staff who visit campus. Parking Services is self-funded through permit sales and citations. 

Distribution of spaces is handled with parking permits and the Passport Parking mobile app. The significant parking demands on campus mean that purchase of a permit does not always guarantee a space. Parking Services makes every effort to provide a variety of parking options to everyone. 

Anyone who parks in University of Wisconsin-La Crosse lots must purchase a permit or pay with the Passport Parking mobile app. Parking is not free anywhere on campus. Permits may be purchased for the year, semester, day, hour, or for overnight use. Permits are available at the office or online. The Passport Parking mobile app is available for short-term parking.

  • Parking is permitted only in designated areas in accordance with all posted signs.
  • The absence of signs does not mean parking is allowed.
  • Vehicles must park properly in marked stalls. Improperly parked vehicles may be cited.
  • Parking is prohibited in yellow and white curb zones, no parking areas, bus zones, crosswalks, driveways, sidewalks, in front of fire hydrants and dumpsters, and other areas, as designated.
  • Time zones for visitor and loading zones are strictly enforced. Hazard lights are not acceptable for loading or unloading anywhere on campus.
  • Allocate enough time to find a space. Valid permit holders may be directed to another lot if their lot is full.
  • The university is not responsible for the care and protection of vehicles or their contents while on university property, nor is the university responsible for damages to vehicles operated or parked on campus.

In accordance with state law, the registered owner of a vehicle is responsible for the citation, even if the vehicle is driven by someone else. Citation correspondence, including overdue notices, is sent to the registered owner of the vehicle or the associated UWL student. Findings of appeals are emailed to the appellant, if a valid email address is provided. 

Any person who falsifies or makes false representation of vehicle information, facts, or fees, shall have university parking rights revoked at the discretion of Parking Services and subject to published fines and penalties (UWS Chapter 18). Students may be subject to disciplinary action through the Office of Student Life.

Accessible parking spaces are solely for the use of persons with disabilities and may be used by students, faculty, staff, and visitors. A university permit is required to park on campus in addition to a valid disabled parking permit or license plate.

  • Students, faculty, staff, and visitors with disabilities who wish to park on campus may purchase annual, semester, day, or hourly permits from Parking Services or with the Passport Parking mobile app.
  • Permits are valid for the lot selected, and customers may park in any marked accessible space or regular space in their assigned lot with a valid disabled permit displayed. If space is not available in the assigned lot, persons with disabilities may park in accessible spaces in other lots with a valid disabled permit and their university permit.
  • Visitors who purchase day or hourly permits are required to park in the lot where the permit was purchased or in the lot assigned by Parking Services.
  • The state-issued disabled permit must be displayed on the rear view mirror of the vehicle or a valid disabled license plate must be visible.
  • The university permit is the vehicle license plate. Inaccurate license plate information may result in a citation.
  • Anyone who uses accessible parking spaces and does not purchase a university parking permit may be subject to citation.

Parking Services does not issue disabled placards or permits. Students, faculty, or staff who require temporary, accessible parking should contact their physician to determine eligibility for a disabled parking permit. State regulations and forms are available at the Wisconsin Department of Transportation.

PARKING ACCOMMODATION REQUESTS

Students requesting a parking accommodation must register with the ACCESS Center to determine if the accommodation can be granted. If you are approved for an accommodation, the ACCESS Center will communicate this information to Parking Services. Parking Services will then contact the student with parking permit purchasing information.

Employees requesting a parking accommodation must contact Human Resources to determine if the accommodation can be granted. 

Accommodation requests should be filed 90 days prior to the start of the semester due to the limited parking availability.  Unless a specific parking area/location is approved as an accommodation, Parking Services will issue a permit based on current availability. If no permits are available, Parking Services will prioritize the accommodation request from the existing permit waitlist.

Parking Services supports sustainability and recognizes that the university has a limited number of parking spaces available. Alternative transportation options reduce the number of vehicles parked on campus.

Bicycle and Pedestrian access

The university is extremely walkable and accessible for pedestrians. Bicycle racks and repair stations are located around campus for cyclists.

Bus

  • Local bus service is available to students and is included in student fees. Students may ride the bus at no additional cost by presenting a valid university ID.
  • The Safe Ride Program offers rides from campus to downtown Thursday-Saturday nights.
  • Route information is available at the city Municipal Transit website.
  • Regional bus service is provided by Scenic Mississippi Regional Transit (SMRT) and covers La Crosse, Crawford, and Vernon counties. SMRT bus fare is not included in student fees.

Bicycles must park in designated racks. The university is not responsible for theft, damage, or vandalism to bicycles parked on campus.

  • Bicycles may not be parked in university buildings, on sidewalks, driveways, in motor vehicle parking spaces, in building entries, or any place that obstructs free passage of pedestrians or vehicles.
  • Bicycles may not park or be locked to trees or ramps used by wheelchairs.
  • The university may remove abandoned bicycles from campus bicycle racks to maintain adequate bicycle parking and campus aesthetics.
  • Bicycles may be tagged and removed for construction, upgrades, or space management. Locks may be cut and bicycles may be impounded for violations.

Bicycles can be registered through the City of La Crosse at the University Police website.

A parking citation is an official document that describes the violation, amount of the penalty, time and location of issuance, vehicle description, and information about how to pay or appeal the citation. Wisconsin State Statutes give Parking Services authority to enforce parking policies and issue citations. Citations are placed on vehicles or sent through the mail. Only authorized Parking Services employees or University Police officers may issue citations. Citations may be issued more than once each day to vehicles in violation of parking policies.

  • Citations must be paid or appealed within 10 calendar days from the date of issuance.
  • The fine doubles after 10 days and a letter is sent to the registered owner of the vehicle or the associated UWL student.
  • Holds are placed on student accounts after 10 days. 
  • Failure to pay or request information within 15 days from the date of the first notice results in a second notification.
  • Continued failure to pay within 15 days of the second notice results in suspension of the vehicle registration through the Wisconsin Department of Transportation.
  • An additional $5 charge, per citation, is added after the registration is suspended.

The registered owner of the vehicle is responsible for the parking citation (including lost, stolen, or damaged citations) whether or not the owner was operating the vehicle at the time the citation was issued in accordance with state law.

Failure to pay past due fines may result in towing of a vehicle. Responsibility for towing costs and the unpaid fine rest with the vehicle owner. Vehicles with no license plates or obscured vehicle identification numbers are subject to ticketing and towing. Vehicles will not be released until citations are paid.

Students with unpaid fines lose university class registration rights. Anyone with unpaid fines may be referred to small claims court or a collection agency. An additional fee is levied for court and/or administrative costs plus unpaid violations.

Parking Services reserves the right to revoke the parking rights of habitual violators.

Appeals

Appeals must be filed within 10 calendar days of the date of the citation to Parking Services. Appeals submitted after 10 days of a citation will not be considered and will automatically be denied. Parking appeals are only accepted using the online appeal form. Written letters, notations on citations, or other correspondence in lieu of payment are not considered valid appeals and will not be accepted. Appellants who need assistance with the online form may visit Parking Services during business hours.

Appeals are reviewed by Parking Services. The following circumstances are not valid and will not be accepted:

  • Time constraints (late for a meeting/class, class/meeting ran long)
  • Parking without a permit or without paying with the Passport Parking mobile app
  • Entering the wrong license plate at the point of purchase
  • Failure to display a permit and/or disabled placard
  • Lack of available or convenient parking spaces
  • Passport Parking mobile app not working
  • Parking for a short period of time
  • Not seeing/reading signs
  • First time offence
  • Lack of funds

Ignorance of university parking regulations is not a valid basis for an appeal from students, faculty, and staff. Purchase of a permit is an acknowledgement and understanding of university parking policies.

Citations that are not denied due to the criteria above are referred to the Parking Appeals Board for review. The Parking Appeals Board consists of faculty, staff, and student representatives who meet, as needed, to review appeals. Meetings are held as needed. Notices are posted at Parking Services, in the office, and on its social media pages. Meetings are open but evidence for appeals is only accepted in writing. Deliberations are made in closed session in accordance with Chapter 19.85 of Wisconsin State Statute. 

  • No additional penalties are imposed while an appeal is pending.
  • Appeals should only address the parking-related circumstances, conditions, where the vehicle was parked, and when the citation was issued.
  • Appeals must provide substantial evidence that the violation in question did not occur or that the citation was erroneously issued.

The appellant or registered owner is notified of the decision by email or in writing if no email address is provided.

Misuse of Parking Services-UWS 18.08(8)

No person may falsify, alter or duplicate or request the unauthorized falsification, alteration or duplication of any type of university parking permit. No person may knowingly display on a vehicle, or knowingly allow another person to display on a vehicle, a falsified, altered, duplicated, stolen, lost or found parking permit. No person may knowingly provide false information to any university employee or agent with the intent to obtain a valid university parking permit.

Serious and intentional misuse of parking services may result in a citation with a possible maximum fine of $295. Students may be subject to disciplinary action through the Office of Student Life.

Commuter lots are available for students, faculty, staff, and visitors. Rules are enforced from 2 a.m.-7 p.m., Monday-Friday. Overnight parking is prohibited unless arrangements are made with Parking Services or if the Passport Parking mobile app is used after hours. Limited overnight parking is available from Parking Services and the Passport Parking mobile app. Faculty and staff with valid permits may park in commuter lots outside posted hours, as needed, for work-related activities.

Anyone may park in commuter lots without a permit during the day on Saturday and Sunday only. Overnight permits are required for anyone who parks overnight in any lot.

The Passport Parking mobile app is available in the following lots:

  • C-1, across State Street by Graff Main Hall
  • C-2, Southwest of Stadium
  • C-3, South of White Hall
  • C-5, North Campus
  • C-7, North of Recreational Eagle Center
  • C-9, South of Mitchell Hall
  • C-10, South of Center for the Arts
  • C-12, South of Alumni Center
  • Levels 1-3 of the Parking Ramp
  • 16th, 17th, and Farwell Streets, by the Parking Ramp
  • Health Science Center

Other commuter lots are:

  • C-8, East of Mitchell Hall
  • C-14, North of Health Science Center

Visitor parking is not authorized in commuter lots that do not have a Passport Parking zone unless authorized by Parking Services.

Disabled vehicles may receive a permit valid for 24 hours. Vehicles parked longer than 24 hours may be towed at the owner's expense. Contact Parking Services or University Police to provide the vehicle's location, make, model, color, and license number.

Vehicles will be considered abandoned and towed at the owner's expense in the following situations:

  • Vehicles left in a commuter lot or on university property for 24 hours or more.
  • Vehicles left in a residence hall lot without permission for 48 hours or more when the university is not in session.

Customers may not use electrical outlets in parking ramps, parking lots, or from campus buildings for personal vehicle charging. 

Illegal charging will result in a $50 citation.

Emeriti parking permits are available to retired university faculty and in accordance with university policy. Emeriti parking permits are not available to Academic Staff and University Staff. Retired faculty who return to work in a permanent part-time position are not eligible for emeriti parking permits. Permits are valid in any commuter lot and may not be used in resident lots, reserved spaces, or other signed spaces.

  • Only the retired faculty member is allowed to use the permit.
  • Permits expire each year and must be renewed annually, in person, at Parking Services.
  • Phone and electronic renewals are not accepted.
  • Emeriti are responsible for ensuring the accuracy of their vehicle and license plate information and for any citations received due to inaccurate information.

Event organizers should contact Parking Services to discuss options and costs for event parking.

  • Weekend events are charged for parking. Any weekend event with more than 25 attendees must utilize the lot rental option. Event organizers should not assume parking is free on weekends.
  • Non-UWL event organizers may be required to make an advance payment for lot rentals. UWL departments and organizations will be invoiced.
  • Overnight permits are available for groups staying on campus. Arrangements must be made in advance.

Event organizers are responsible for ensuring that attendees park in designated lots. Parking Services provides guidance on appropriate ways to educate attendees.

  • Organizers may place signs on campus to direct attendees to designated lots. Please check with Parking Services about signage.
  • Informational signs may not be attached to university parking lot signs. Costs to repair damages to parking lot signs will be charged back to the event organizer.
  • Parking Servicesand Facilities Planning and Management have sign standards (freestanding sign posts) and large sign holders available. Additional fees may apply.
  • Contact Facilities Planning and Management before staking signs in the ground. Certain areas of campus have underground irrigation lines that can be damaged.

Attendees who park in campus lots that are not designated for the event are subject to citations. Parking Services will not reduce or void citations issued to vehicles parked in other lots.

  • Event organizers that choose to pay for parking citations are responsible for all fees, including escalations if citations are not paid within 10 days of issuance.
  • All notices are sent to the registered owner of the vehicle cited and will not be directed to event organizers.

Department and Event Parking Requests

Departments and University Groups should use the Department and Event Parking Request form that is on the Parking Services website.

Options for Event Parking

  • Lot Rental-only offered when peak parking demand will not be impacted. Generally, not available when classes are in session.
  • Offstreet Registration Link-available for the ramp, C-2, and C-12. Event organizer sends a link to attendees who enter their license plate to get a parking session.  The event organizer will be invoiced for $5 per use.
  • Passport Parking-guests may use the app to pay for their own parking. Zone numbers are on the lot signs.  This option may not always be available-including weekend events and other times determined by Parking Services. This option is not available in C-8, C-14 or any resident lots. 
  • Online Parking Portal-event organizers can request an online permit that attendees will purchase. This option is available for large, multiple day, and overnight events.

Fleet vehicle parking is located on the north side of the Physical Plant facing the building.

  • Personal vehicles should park in the vacated fleet vehicle space.
  • Passengers who require overnight parking for personal vehicles must make arrangements with Parking Services.
  • Individuals without valid permits will be charged the daily, overnight, or weekly rate.

Parking Services subsidizes parking for UW System, local, state, and federal vehicles parked on campus for official business.

  • Government vehicles may park in any lot on campus.
  • Vehicles must register with Parking Services and provide accurate information including vehicle, make, model, and license plate.
  • Vehicles are not authorized to park in reserved spaces, service spaces, disabled spaces, fire lanes, no parking zones, construction zones, or restricted areas. Vehicles may park in these spaces, as allowed under applicable laws.

Commuter Lots

Commuter lots are enforced daily from 2 a.m.-7 p.m., Monday-Friday, and from 2 a.m.-7 a.m. on Saturday-Sunday.

  • Visitors may purchase parking permits at Parking Services or by using the Passport Parking mobile app.
  • Parking is not enforced between 7 p.m.-2 a.m. in commuter lots, Monday-Friday.
  • Parking is not enforced during the day in commuter lots on Saturday and Sunday except for special events.
  • Special events may charge for parking at hours when lots may not be enforced, such as weekends.

Overnight parking is prohibited in commuter lots without an overnight parking permit on weekdays and weekends. The permit may be purchased at Parking Services or by using the Passport Parking mobile app. The mobile app charges an overnight rate of $5 from 7 p.m.-2 a.m. Overnight permits are valid until 8 a.m. The mobile app charges $1 per hour after 2 a.m. Anyone who purchases an overnight permit must vacate the lot by 8 a.m. or pay for additional parking.

Resident Lots

Resident lots are always enforced. Visitor parking is prohibited unless authorized by Parking Services.

  • Valid resident permits are required.
  • Anyone may park in 15-minute loading/unloading spaces.
  • Citations are issued to anyone without a valid permit or who parks longer than 15 minutes in a designated space.

The university uses license plate recognition in place of physical permits to ensure vehicles are authorized to park on campus. Parking Services uses vehicle mounted cameras to scan license plates as valid permits and issue citations to vehicles without university permits.

Vehicle information is routed to secure servers and is not shared with other agencies, including law enforcement. No personal information is shared outside the university in compliance with the Family Educational Rights and Privacy Act (FERPA) and driver information is protected under the federal Driver’s Privacy Protection Act (DPPA). Vehicle information is stored as long as the permit is valid or if a citation is issued. All other license plate data is considered a transitory record and is retained on secure servers for thirty (30) days and then deleted.

  • The vehicle license plate is the permit, and anyone who parks on campus must purchase annual, semester, daily, hourly, or overnight rights.
  • A parking right is referred to as a permit in the context of University of Wisconsin-La Crosse policy.
  • The purchaser is responsible for the accuracy of the license plate at the time parking rights are obtained.
  • License plates must face the drive lane to be scanned for compliance. A vehicle may be cited if its plate cannot be scanned.
  • Vehicles with only one license plate are not authorized to back in or pull through spaces and may be cited.
  • Citations issued due to inaccurate plate information or the inability to scan a plate are the responsibility of the vehicle owner.
  • Refunds are not issued if license plates are entered inaccurately.

Certain parking lots may be full or unavailable due to maintenance or special events.

  • University permit holders should contact Parking Services if their assigned lot is full.
  • For special events that occur Monday-Friday, permit holders will be directed to another lot.
  • Commuter permit holders may park in any commuter lot on weekends, in summer, and during J-Term.
  • Resident permit holders may park in any resident lot in summer and during J-Term.

Parking is not allowed in any resident lot as a result of a special event unless authorized by Parking Services.

Media parking permits are subsidized by Parking Services on behalf of University Communications for official news coverage.

  • Marked media vehicles do not need permits, but must follow UWL policy.
  • All other media personnel must register with Parking Services through University Communications.
  • Permits are valid in any commuter lot.
  • Permits are not valid in resident lots, reserved and other signed spaces, disabled spaces, fire lanes, no parking zones, construction zones, and other restricted areas.

Permits must be renewed annually in August.

Motorcycles and mopeds:

  • Require permits and may park only in designated areas identified on the campus map.
  • May not park on lawns, sidewalks, at bicycle racks, or other areas that are not otherwise designated.
  • May not be parked in buildings.
  • May not operate on sidewalks or bicycle paths/lanes.

Motorcycles and mopeds are not authorized to park in spaces that are not specifically designated for motorcycles except during summer and J-Term.

Overnight parking is prohibited in commuter lots without an overnight parking permit, including weekends. Faculty/Staff permits may park overnight in their assigned lots.

  • Temporary, overnight parking may be purchased at Parking Services or by using the Passport Parking mobile app.
  • The Passport Parking mobile app charges an overnight rate of $5 from 7 p.m.-2 a.m.
  • Overnight permits are valid until 8 a.m.
  • The Passport Parking mobile app charges $1 per hour after 2 a.m.
  • Anyone who purchases an overnight permit must vacate the lot by 8 a.m. or pay for additional parking.

Overnight parking is authorized in resident lots only for resident students with valid resident permits. Overnight visitor parking is prohibited in resident lots unless authorized by Parking Services.

The Parking Ramp provides five levels of parking with more than 1,000 spaces.

  • Levels 1-3 are sold as commuter lots and offer covered parking for commuter students, faculty, staff, and visitors.
    • Resident parking is prohibited on levels 1-3.
  • Levels 4-5 are sold as resident lots to resident students.
    • Commuter parking is prohibited on levels 4-5.
  • The Passport Parking mobile app offers visitor parking for $1 per hour or $5 overnight. Visitors may park on levels 1-3 with a valid mobile app payment.
  • Additional resident and commuter parking may be offered in the ramp at the discretion of Parking Services.

Permit Dates

  • Annual: August 15 - August 14
  • Fall-Only: August 15 - December 31
  • J-Term: January 1 - January 31
  • Spring-Only: January 15 - May 31
  • Summer: May 15 - August 31

Employee Permits

Annual, fall, and spring semester parking permits are sold online through August. Sales begin in April and employees are notified of availability by email. After September 1, permits are sold at Parking Services on a first-come, first-served basis. Sales are not conducted by phone. Annual/semester permits for employees will be processed as a pre-tax payroll deduction.  Summer and temporary permits are paid at time of purchase.  

Employees who purchase permits agree to abide by university parking regulations and are required to park in their assigned lot.

  • Purchasing a permit means that an employee purchases the right to park on campus in a designated lot or lots and uses a vehicle license plate as the university parking permit.
  • University parking permits are not transferable. The purchaser is responsible for the accuracy of the license plate.
  • Employees may register more than one vehicle license plate, but only one vehicle is authorized on campus at a time unless additional permits are purchased.
  • Employees may park overnight in their assigned lots for work-related activities with a valid permit.
  • Refunds for employee permits are prorated. Any refund will be calculated by amount due less amount paid. Employees must notify Parking Services to cancel their permit or they will be held responsible for the total permit fee, until the cancellation request is received. Employees may be subject to additional deductions based on the payroll schedule.

Student Permits

Annual, fall, and spring semester permits are sold online from July-August. After September 1, permits are sold at Parking Services on a first-come, first-served basis. Sales are not conducted by phone. Annual/semester permits for students will be processed as a charge to their university account.  The one semester rate is charged in Fall and the balance is due in Spring. Summer and temporary permits are paid at time of purchase.

Priority for student sales is based on earned credit hours and in order from graduate students to freshmen. Graduate students employed by the university are not eligible to purchase permits when employee sales begin.

Students may only purchase one permit.  Students living on campus may only purchase a resident permit and students living off campus may only purchase a commuter permit.

Students who purchase permits agree to abide by university parking regulations.

  • Purchasing a permit means that students purchase the right to park on campus in a designated lot and use their vehicle license plate as their permit. These rights are not transferable. Students who violate these terms may be cited for Misuse of Parking Services and have parking privileges revoked.
  • The student is responsible for the accuracy of the license plate. Students may only register one vehicle at a time. 
  • Vehicles must be registered to the student or an immediate family member. Vehicles registered to a rental company or auto repair shop may be added on a temporary basis with approval from Parking Services.
  • Students who live in the same residence hall room or off-campus residence may share parking rights with approval of Parking Services. Proof of shared residency (verified by Residence Life or a signed lease) is required. Other arrangements to share permits may be offered at the discretion of Parking Services.
  • Students who switch vehicles are responsible for notifying Parking Services with updated vehicle and license plate information in advance of bringing the vehicle to campus. Citations will not be voided for students who do not update their vehicle information prior to arriving on campus with a different vehicle.
  • Refunds are issued based on the schedule set by the Cashier’s Office. Students must notify Parking Services of their withdrawal or they will be held responsible for the total permit fee. Students who notify Parking Services in Fall and do not return for Spring will be responsible for the one semester rate.

Program parking permits are sold to participants in university-sponsored programs and as authorized by Parking Services.

  • Permits are valid in C-2, C-7, Farwell Street, 16th Street, 17th Street, and levels 1-3 of the ramp.
  • Permits are not valid in resident lots, reserved and other signed spaces, disabled spaces, fire lanes, no parking zones, construction zones, and other restricted areas.
  • Vehicles must register with Parking Services and provide accurate information including vehicle, make, model, and license plate.

Permits must be renewed annually in August.

Employees with valid permits who rent vehicles and wish to leave personal vehicles on campus overnight may visit Parking Services for a temporary parking permit at no cost. Failure to obtain a temporary permit may result in a citation.

After hours, call 608.789.9000 and provide University Police the license number, make, color, and lot in which the unregistered vehicle will be parked. The vehicle will not be cited until noon the following day, allowing the owner to obtain a temporary parking permit.

Resident lots provide parking only to resident students and designated employees with valid permits. Permit holders are required to park in their assigned lot. Parking regulations are enforced year-round. Parking without a resident permit is not allowed in any resident lot, even when university classes are not in session, unless prior arrangements are made with Parking Services.

  • Guests are required to obtain visitor permits and may not park in resident lots.
  • Limited overnight parking is offered in commuter lots based on availability.
  • 15-minute loading/unloading spaces are available in R-1, R-4, R-5, and on Badger Street. Visitors who park beyond the posted time limit are subject to citations.

Resident lots are:

  • R-1, West of Angell Hall (Angell, Hutchison, Wentz)
  • R-2, West of Whitney Center (Coate, Angell)
  • R-3, East of Eagle Hall (Eagle, Drake, Wentz)
  • R-4, East of Reuter Hall (Reuter, Laux, Sanford, White)
  • R-8, Oakland and Farwell Street (Coate, Eagle, Angell, Hutchinson, Drake)

Temporary parking areas for contractors and their employees may be established during construction projects. All other vehicles parked in these areas will be cited. Contractors must register vehicles with Parking Services and obtain permits.

  • Contractors may purchase hourly permits by using the Passport Parking mobile app or full day permits at Parking Services.
  • Semester and Annual rates are available.
  • Contractors may park with a valid university permit in any commuter lot and in Service Vehicle spaces.
  • Parking in resident lots is only authorized, as needed, by Parking Services.

Parking is prohibited on sidewalks and in front of buildings where parking spaces are not designated. Limited, short-term parking is available for contractors who need access to load or unload equipment and who have valid reason to park near buildings. Such parking requires approval from Parking Services in advance. Failure to make arrangements may result in a citation.

Parking Services plows parking lots, as needed, due to snow accumulation. Permit holders will be notified by email or phone if alternate parking is necessary due to excess snow.

  • After notification, vehicles that are not moved are subject to citation and may be towed at the owner's expense.
  • Permit holders are responsible for moving their vehicles within 24 hours of snow removal/melting to ensure they are properly parked in valid spaces.
  • Citations will not be voided for vehicles that were not properly parked in a timely manner after snow is removed or melted.

Summer and J-Term parking permits are available online through the Parking Portal or at the Parking Services office. 

  • Purchase of an annual permit includes parking in any lot during Summer or J-Term.
  • Employees with valid annual permits may park in any lot overnight.
  • Commuter students with valid annual permits may park in any lot during the day, including resident lots.
  • Resident permits are authorized to park overnight only in resident lots and may not park overnight in commuter lots.
  • Permits are not valid in spaces designated for another purpose (reserved, service, loading/unloading, 15 minute, etc.).

All-Campus permits are assigned and distributed by the University of Wisconsin System President’s Office to provide parking for governmental guests and University System officials who conduct business on campuses.

  • Permits are valid anywhere on campus except reserved spaces.
  • All-Campus permits are not valid in restricted areas such as fire lanes, reserved stalls, accessible stalls, loading zones, construction areas, sidewalks, disabled access aisles, driveways, grass areas, and sidewalks.

A university visitor is anyone who does not have an annual or semester permit and may include students, faculty, and staff. Visitors may purchase short-term or hourly parking at Parking Services during business hours or by using the Passport Parking mobile app. Full day and limited overnight parking permits are offered. Limited overnight parking is available by using the Passport Parking mobile app after 7 p.m.

Monday-Friday

  • Commuter lots are open to visitors for $1 per hour, Monday-Friday, 2 a.m. - 7 p.m.
  • Full-day permits ($5) are available for purchase at the office during business hours. 
  • Payment is not required from 7 p.m. - 2 a.m. in commuter lots.
  • Overnight parking is available in commuter lots from 7 p.m. - 8 a.m. for $5.

Saturday-Sunday

  • Parking regulations are not enforced from 7 a.m. - 2 a.m. in commuter lots only on Saturday and Sunday.
  • Weekend visitors should purchase a weekend permit at Parking Services prior to the close of business on Friday afternoon. Students, faculty, and staff may purchase permits on behalf of campus visitors.
  • Vehicle license plate is required at the time of purchase. The license plate serves as the parking permit.
  • Cost is $10 and covers overnight parking for Friday and Saturday.
  • Additional fees will be charged to park longer.

Visitor parking is always prohibited in resident lots unless authorized by Parking Services.

  • Visitors may use designated 15 minute spaces in resident lots.
