I.  Roll Call.
Present:  Barmore, Barnd, Bigel, Cravins, Gibson, Heim, Hench, Hoar, Hollenback, Kelly, Monte, Senger, Sullivan, Taylor, Tyser, Vandenberg-Daves, Weaver, Wilson, Wingate, Zellmer.
Excused: Brooks, Krajewski.

II.  Approval of Minutes.
The minutes of the March 28, 2002, meeting were approved as distributed.

III.  Reports.

A.  Chancellor’s Report.  Chancellor Hastad is in Madison at a budget meeting.

B.  Assistant Chancellor Lostetter updated the senate on the current budget crisis.  Senate Democrats are proposing a $20 million cut, while Assembly Republicans proposed a $108 million cut in UW System funds.  In January, Governor McCallum proposed cutting $51 million from System funding.  The Senate version would save UW-La Crosse about $200,000 from the numbers we have been dealing with.

C.  Chair Heim expects the budget process to go on for another couple of weeks before it is sent to the Conference Committee.  He encouraged senators to speak to legislators next week, and to keep sending those cards and letters with the message that the UW-System is being asked to share a large disproportion of budget cuts!

Heim announced that the Faculty Senate meeting originally scheduled for April 11th has been canceled.  He invited senators to attend as many of the Chancellor’s Inaugural Events as possible.

Copies of the UW-La Crosse Proposed GPR Budget Reductions were distributed.  This will be the main agenda item at the next Faculty Senate meeting scheduled for April 18.

Senator Wingate encouraged attendance at the upcoming Undergraduate Research Day held next Friday, April 12th in Cartwright Center.

D.  Vice-Chair, Georges Cravins reported that the strategic planning process has been extended.  Subcommittees continue to work on specific issues for the final report which is scheduled for approval next fall.

E.  Student Senate Liaison, David Glisch reported that at last night’s meeting, the Student Senate debated and defeated the proposal for differential tuition (17-17-1).  Upcoming issues include the proposed budget reductions – specifically they are concerned about a position being lost in the Academic Discovery Lab.  Student Deans and a Living Wage Proposal are also topics on the horizon.

IV.  Academic Planning Committee Recommendations.
Ray Schoen, Chair of the Academic Planning Committee announced that the proposal for GIS has been withdrawn, pending approval at the Undergraduate Curriculum Committee.

Entitlement to Plan M.S. in Physician Assistant Studies.  Schoen stated that new accreditation standards call for a graduate level of curricular intensity.  He further stated that “in a site visit made very early in the UW-L PA program’s existence, a team from the Accreditation Review Commission commented that the instruction the students were receiving and their preparedness reflected more closely the standards of a Master’s degree program than of a Bachelor’s degree program.”  Karen Palmer-McLean addressed the question of possible additional costs.  Moving to the graduate program is critical.  McLean revealed that some 10% of the applicants invited to interview for admission to UW-L’s PA program declined the interview because we do not presently offer a graduate degree.

V.  Academic Policies & Standards Committee Recommendations.

A.  Academic Admission Standards.  Senator Hoar, Chair of the Academic Policies & Standards Committee, explained the proposed admissions policy.

Priority Category Qualifications Admission Status

Priority Category I. Rank in the upper 30% of class and achieve an ACT composite score of at least 22 (SAT I 1030) and rigorous high school academic courses OR Rank in upper 35% of class and achieve an ACT composite score of at least 25 or (SAT I 1140) and rigorous high school academic courses.  Admission Likely

Priority Category II. Does not meet Priority I qualifications but ranks in the upper 25% of class and achieve an ACT composite score of at least 20 (SAT I 950) and rigorous high school academic courses.  Admission on a space available basis - Waiting List

Priority Category III. Does not meet Priority I or II qualifications but ranks in the upper 60% of class and rigorous high school academic courses.  Admission on a space available basis - Admission Unlikely
 

Tim Lewis, Director of Admissions, presented a Power Point summary of how EM21 is affecting access to UW-La Crosse.  He emphasized that these proposed changes to the admissions standards should have a positive effect for UW-L by 1) maintaining excellence by emphasizing quality versus access; 2) improving retention rates; 3) reducing the number of students needing remedial coursework; and, 4) reducing the number of students on the waiting list.  If we don’t do anything with standards, Lewis predicted that admissions will close in December as compared to the Jan 11th closing Fall 2002 admissions.  These proposed admission standards effectively increase the rank requirement by 5% in Priority I and II and adds the rigorous phrase in each category.

B.  Establishment of Re-entry Standards.  Diane Schumacher, University Registrar, defined re-entry students are students who have attended UW-L in the past – 150 to 200 typically in the fall.  Internal document for office use – not published anywhere.

1. Re-entry students in Good Standing, have not attended another school since leaving UWL
2. Re-entry students with academic standing of a) Good Standing 1 a) Good Standing 2
             c) Probation 1 d) Probation 2 with a cumulative GPA of 2.5 or above
3. Transfer re-entry students with a combined cumulative GPA of 3.0 or above

Priority 2 Waitlist  (undergraduate)
1. Re-entry students with academic standing of a) Good Standing 1 b) Good Standing 2  c) Probation 1  d) Probation 2  with a cumulative GPA of 2.00-2.49
2. Transfer re-entries with a combined cumulative GPA of 2.50-2.99
3. All ineligible students who have been re-admitted by the dean’s office

Denial likely
1.       Transfer re-entry students currently ineligible at transfer institution
2.       Transfer re-entry students with combined cumulative GPA below 2.50

Graduate Re-entries
Graduate students will be approved for re-entry on a first-come, first-served basis for students with a graduate cumulative GPA of 3.00. Program directors will be notified of accepted re-entries in their programs.

Considerations
1. Priority 2 applications will be reviewed after priority registration for continuing students, again after freshman registration, and as appropriate after that, to determine whether students may be admitted.
2. Transfer re-entries will be provisionally accepted pending receipt of final transcript. If final transcript shows unacceptable work, student’s admission will be rescinded.
3. Transfer re-entry is defined as a student who has attempted substantial number of credits (ex. 9 or more credits) at the transfer institution, as differentiated from students who might have just attended another institution for summer session, one part-time semester, etc.
4. Re-entry admission will close on August 30, 2002 unless the University is under-enrolled.
5. A variety of factors will be considered when reviewing students in the Priority 2 category including, but not limited to being place-bound, length of time since last attendance, classification, number of times previously ineligible, special populations, and special talents.
6. Veterans returning after having been called to active duty will be approved according to the call-up policy, even if re-entries are closed.
