Proposal #31, GEO/ESC 427, Water Resources, new course, 3 credits, effective Fall 2003.  A study of the applied principles of hydrology, including aspects of water’s role in the earth system, relationships between physical geography and the hydrosphere, and the management and utilization of water as a resource. Class activities will include hands-on analysis of water samples, as well as computer modeling and simulation. Prerequisite: ESC 221 or 222. Offered every third semester.

Certification Option 1:  Elementary Education
(Early Childhood through Middle Childhood Licensure)

By completing the following requirements, plus the Early Childhood Education minor, students may be certified to teach students from birth – 11 years.  Students are required to create a portfolio showing their competence in meeting the Teacher Education Professional Standards and fulfill assessment requirements in order to meet Department of Public Instruction’s (PI34) standards for licensure. 

Requirements in General Education

Students take specific courses from General Education to meet administrative code requirements for training in the areas of human relations, environmental education, and conservation.  General Education check sheets listing required courses are available in Morris Hall.  The two-year transfer policy does not exempt students from these requirements.

EFN 460/560, Transescent Education, title, course description, prerequisites, effective Summer 2003.
This course is designed to provide an overview of educational services that are appropriate for students in middle level grades. The historical and philosophical bases for transescent education are surveyed. Major components of this course include the organization and administration of middle schools, curricular areas often found in middle level education, transescent students (ages 10-14), management, teacher/advisory programs, and family and community relations. Additional attention will be given to current issues in transescent education. Lect. 3, Lab. 1. Prerequisite: EFN 303 and C-I 302/502 or 305/505.

The only change in the programs was to reorganize them for clarity. A proposal to delete EDM 317&318 and replaced them with 319 will be submitted to UCC very soon. It was confirmed that the names of the programs will stay the same even though certification names are changing. Sandy Keller agreed to send the registrar a list of specific gen ed courses to list in the catalog for each of the programs.

M/S/P to waive the second reading and approve the proposal.

 5. Old Business

    Criteria for Proposal Evaluation

    Andy Matchett distributed the revised criteria for evaluation of proposals.    

Discussion focused on 1) What is the role of a university-wide committee? 2) whether “Ability of the department and the college to meet resource needs” is under the purview of UCC 3) Is there a difference between guidelines and criteria? Maybe the criteria should be formatted in a way that would be useful to departments as they develop new courses.

The committee agreed to strike 3C regarding sufficient infrastructure from the criteria and to continue to review the document informally while using it in draft form.

6. New Business

   The topic of general education courses was discussed.  Emily Johnson invited anyone with concerns or suggestions to attend the general education meetings.

 The meeting adjourned at 5:28 p.m.  The next UCC meeting is February 25, 2003.
