The meeting was called to order at 2:30 p.m. by Garth Tymeson, Chair.


1.         Approval of the minutes of January 20, 2004 (Student Appeals Meeting).

2.      GRC 799 (Graduate Research Continuation) Proposal-First Reading/Discussion


Garth distributed a handout:  “Proposal to Require GRC 799

(Graduate Research Continuation) Fee in Summer Session.


The proposal was reviewed and discussed as a first reading.  Members and Consultants were requested to discuss the proposal with their constituents.


The GRC 799 fee of $100 per semester is currently charged during the Fall and Spring semesters only (not during the Summer session).  This fee is applied only after students have completed all degree requirements, except their thesis/seminar paper or other cumulating projects.  This fee gives the student continued access to university facilities, library, and other services and resources.


Many Graduate faculty regularly teach and conduct research during the summer and are involved in graduate student research supervision.  Some faculty have inquired as to why the fee is not assessed in summer.


These funds are used primarily for graduate student research grants and graduate student professional travel awards.


This proposal was discussed and a second reading will take place at the next Graduate Council Meeting.


3.                  Appeals to Graduate Council:


A discussion took place about the various types of student appeals that are heard by the Graduate Council.  Garth Tymeson will work with a Graduate Council subcommittee to draft a summary, of appeals and procedures for presentation to the Graduate Council.


All departments are already required to have written policies and procedures in place which enable students to appeal grades.


The following circumstances were added to the list of possible Graduate Council appeals:


·        Change of grade after 3 semesters

·        Appeals to accept more than 9 transfer credit hours

·        Appeal to repeat a course and attain a better grade


Bruce May, Michelle Thorman, and Jason Winchester (Student Rep.) will meet with Garth and draft a summary of guidelines for appeals.  The goal is to have guidelines and appeal procedures on the Graduate Studies web site by the end of Spring 2004 Semester.
