A foreign national is a term for a person who is not a U.S. citizen and is not a permanent resident of the U.S.  As part of the hiring process, you will need to complete the Department of Labor's (DOL) permanent labor certification process (this leads toward permanent resident status). DOL reviews our recruitment process and the qualifications of the person hired relative to the advertised duties and qualifications as part of this process. DOL requires PRINT advertising for the position that states the duties, and the qualifications for the position, and is placed in a national journal or other appropriate source.
