Regulatory Barriers to Entrepreneurship and their Consequences

Colin O'Reilly

Colin O’Reilly received his PhD in Economics from Suffolk University in 2014. He is currently an Associate Professor of Economics at Creighton University and serves as Director of the Menard Family Center for Economic Inquiry. He is also the Editor-in-Chief of the Journal of Regulatory Economics.

His research focuses on the institutions that promote economic development, with additional work examining the impacts of regulation on income distribution and entrepreneurship. His work has been published in peer-reviewed journals including Public Choice, Economica, and World Development.

At its best, regulation keeps us safe and protects the environment. However, when it is captured by special interests and incumbent firms, regulation can become a barrier to entrepreneurship. When regulatory barriers block new entrepreneurs, economic dynamism and growth can slow and poverty and inequality can increase. This talk will discuss theories of regulatory capture, how regulation can be measured in practice, and recent evidence on the consequences of regulation for entrepreneurship, growth, and the distribution of income.
