Open Enrollment Appeal & Rescind Requests Now Being Accepted

The Annual Benefit Open Enrollment period officially closed on October 31, 2025. Beginning November 3, 2025, UW System Service Operations, in collaboration with Employee Trust Funds (ETF), will begin accepting requests to appeal or rescind Open Enrollment elections.

Please note:

  • Approval is not guaranteed and is subject to ETF’s review, including determination of effective dates.
  • As in previous years, failure to submit your benefit elections on time is not considered a valid reason for appeal.

The following are important deadlines:

  • December 31: Rescinds
  • January 31: FSA, Limited Purpose FSA, Dependent Care FSA 
  • February 28: Supplemental Dental, Preventive Dental, Vision, Accident 
  • April 15: State Group Health (including Uniform Dental), HSA, Medical Opt-Out 


To submit a request to appeal or rescind, please follow the steps listed below (the request will be submitted in the My Insurance Benefits Platform):

  1. Log into My Insurance Benefits (www.etf.wi.gov)
  2. Hover on Benefits in the page header
  3. Click on Your Benefits
  4. Click edit coverage on the benefit to update
  5. Select life event
  6. Click next
  7. Select Reason-Appeal for change
    • Note the appeal option will appear as "Appeal - November" or "Appeal - December", depending on what the current month is when the employee is trying to appeal.
  8. Click next
  9. Enter date
  10. Click next
  11. Update any additional coverage
  12. Submit/upload any required documentation to My Insurance Benefits
