WIOA (Workforce Innovation and Opportunity Act) is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.
WIOA is landmark legislation that is designed to strengthen and improve our nation's public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and help employers hire and retain skilled workers.

Step 1: Contact Your Local Workforce Development Office
There are several federally funded initiatives available to individuals seeking to enhance their skills. Please visit the Wisconsin Directory of Workforce Services to connect with an experienced representative in your county. They can help determine your eligibility and guide you in selecting the most appropriate program.
Step 2: Identify the Program That Meets Your Needs
The University of Wisconsin-La Crosse offers online, open-enrollment programs designed to equip learners with the skills required to secure professional-level roles in many high-demand fields. Each program is developed in collaboration with experienced industry professionals, ensuring high-quality, effective web-based instruction aligned with current workforce needs.

Step 3: Complete the UW-La Crosse ETPL Enrollment Request Form
After connecting with a Workforce Development representative to confirm eligibility and determine which approved program best fits your goals, complete the UW-La Crosse ETPL enrollment request form and select “I would like to start the enrollment process.”
Step 4: Receive Required Documentation from UW-La Crosse
Within 5 business days of submitting your enrollment request form, you will receive the following documents:
- EdPlan (containing general program information)
- Letter of intent
- Invoice
Upon receipt, please review the documents. If anything else is needed for the career planner to get approval, please let us know by emailing us (ex@uwlax.edu); in your email, mention that you have completed the enrollment request and have received your documentation, but still require something else to get approval.
Please review these documents carefully. If your career planner requires additional documentation to finalize approval, contact us (ex@uwlax.edu). In your message, indicate that you have completed the enrollment request form and received your documents, and specify what additional information is needed.
Step 5: Funding Authorization & Enrollment Processing
Step 6: Complete Enrollment Paperwork and Access Your Program
Enrollment processing typically takes 1–3 business days. Watch your email for electronic paperwork and login instructions. Please complete all required forms promptly to avoid delays. If you have not received enrollment information after 3 business days, contact UW-La Crosse at ex@uwlax.edu.
After Your Program Enrollment
To continue offering these programs through Workforce Development funding, UW-La Cosse is required to submit reports that include program progress and certification outcomes.
Please keep UW-La Crosse informed of:
- Your course progress
- Certification exam completion and results
Upon successful completion of your program, you will receive a Certificate of Completion.
