SYS 822, Student Services Funding

These policy revisions will be effective upon approval. 

Student services represent the many educational activities which contribute to a student’s overall learning experience while attending an institution within the University of Wisconsin System. Section 36.09 (1)(hm) of the Wisconsin Statutes requires a policy for identifying the different revenue sources that may be used to fund noninstructional student activities. This policy indicates which revenue sources may be used for student services.

The revisions to SYS 822, Student Services Funding, reflect the recommendations of a 2016 working group established by former President Cross, which included students, Student Affairs Officers, Chief Business Officers and UW System Administration staff. The revisions address changes in the type and level of student services provided and UW institutions’ overall funding structure. The revisions also address some inconsistencies identified in prior Internal Audit reviews of UW institutions’ business operations in student services. Specific revisions include the following:

·         Under Definitions, changing “Counseling and Career Guidance” to “Career Guidance and Counseling.” The definition has been revised to reflect that personal counseling services conducted under the auspices of Student Health Services should be included under that subactivity, rather than under Student Services. The definition content for “Student Health Services” has also been revised to reflect this change.

·         Allowing all funding sources for personal counseling services without identifying any funding as the primary source. General purpose revenue (GPR) was previously identified as the primary source for such services.

·         Separately identifying the types of services within Student Services Administration, to clarify intent and appropriate funding sources.

 


SYS Policy and Interim Policy Action Approvals

On September 28, 2021, President Thompson approved revisions to the following administrative policies:

On September 30, 2021, President Thompson approved the interim policy action SYS 1200-10, Interim: Sick Leave for Care of Minor Children.

SYS 1212, Sick Leave

The revisions to this policy are effective as of September 28, 2021.

The policy on sick leave establishes parameters of the administration of sick leave for all UW System employees. 

  • In Section 1, Policy Purpose, updated verbiage to better reflect the policy scope.
  • In section 4, Policy, Subsection B, Accrual of Sick Leave, Paragraph 2.b, Sick Leave Accrual outside of Initial Entitlement Period, added language to clarify sick leave availability for employees laid off during the 18 month initial entitlement period.

·         In Section 4, Policy, Subsection G, Reporting and Recording Sick Leave, Paragraph 3.e, added language to clarify documentation required for the ETF Sick Leave Credit Conversion Program.


SYS 1250, Job Security

These revisions to this policy are effective as of September 28, 2021.

The policy on job security provides a general reference for job security provisions.

  • Throughout policy, updated “System President” to “UW System President” to ensure formatting consistency with other UW System Administrative policies.
  • In Section 4, Policy, Subsection D, Academic Staff Appointments, Paragraph 5, added language to indicate initial appointment dismissal period for fixed-term Academic Staff members.
  • In Section 5, Related Documents, added language to reflect current policy’s relationship to UPG #3.


SYS 1200-10, Interim: Sick Leave for Care of Minor Children

This interim policy action is effective as of September 30, 2021.

This interim policy temporarily amends UW System Administrative Policy 1212, Sick Leaveto specifically authorize the use of sick leave to care for a minor child whose school or daycare has been closed due to COVID-19 or where a minor child has been required to quarantine as a result of COVID-19 exposure.

  • In UW System Administrative Policy 1212, Sick Leave, Section 4(C) has been amended to reflect this change.
