Brief biography

My name is Troy Richter and I started as the Director of Parking Services in July 2020.  I have worked at UWL since 1994 in many units on campus including Residence Life, College of Liberal Studies, School of Education, University Centers, and Upward Bound.  UWL is a special place with amazing people.

Troy Richter, Parking Services, presented "They're Not Here for the Parking: Venue Parking That's Not the Main Event" at International Parking and Mobility Institute Webinar Series on Sept. 10 online. With fellow presenters from Metropolis (company that coordinates events for the NFL), the Atlanta Hawks/State Farm Arena, and Churchill Downs Racetrack, Troy presented on parking operations during large events. He shared how the UWL Parking Services team transitioned parking at the annual WIAA State Track Meet from a cash/pay at entrance to a cashless and free flow model in which parkers purchased their permits online or with the mobile app.

Melanie Korish, Amy McDonald and Troy Richter, all Parking Services, presented "Faster, Higher, Farther: Frictionless Parking at the WIAA State Track and Field Championship at the University of Wisconsin-La Crosse" at the T2 Connect Conference on Nov. 15 in Palm Springs, CA. The presentation highlighted the major change to a cashless and “free flow” parking plan for the 2022 meet. Parking Services leveraged it’s license plate recognition (LPR) technology to create a more efficient process and improved the customer experience for the 20,000+ attendees.
