March Policy Distribution Reminder, Approved Policy Rescission, and FY2022 Q4 Policy Preview

As a reminder, the March 2022 institution policy distribution includes for comment two revised policies and one revised procedure.

Two (2) revised policies: 

·         SYS 240, Relocation (Household Moves) and Temporary or Indefinite Work Assignments

·         SYS 615, Vehicle Use and Driver Authorization

One (1) revised procedure: 

·         SYS 615.A, Driver Authorization Process and Requirements

DRAFT POLICY REVISIONS

SYS 240, Relocation (Household Moves) and Temporary or Indefinite Work Assignments

This policy defines and establishes systemwide requirements for the procurement and payment of employee household relocations and costs associated with temporary and indefinite work assignments. Revisions to the policy include:

·         In subsection 6.A.VII., revisions to the fourth bullet point to reflect that employees are no longer required to use specific commercial carriers as the UW no longer has contracts for these services. The UW System instead offers an option to use discounted commercial carriers through the NASPO for relocation moves.  


DRAFT POLICY REVISIONS

SYS 615, Vehicle Use and Driver Authorization

The purpose of this policy is to provide UW System risk managers and other applicable personnel with the driving requirements that must be met in order for University officers, employees, or agents to be authorized to use a University owned, leased, or rented vehicle or a personally owned vehicle while on University business. Revisions to the policy include:

·         In Section 5, updated definition of “Authorized Driver” to include that authorized drivers must meet the University minimum driving standards.

·         Updated section 6.A.I.b. to indicate that van training must be completed prior to renting or leasing a fleet van. 

·         Throughout the policy, updated language to indicate how the policy applies to personally owned vehicles.


DRAFT PROCEDURE REVISIONS

SYS 615.A, Vehicle Use and Driver Authorization

These procedures outline the requirements for UW System officers, employees, and agents to be authorized to drive a University owned, rented, or leased vehicle or a personally owned vehicle while on University business. Revisions to the procedures include minor language changes to align with the revisions to SYS 615.


APPROVED POLICY RESCISSION

SYS 150, The Application of Job Market and Placement Information to Academic Planning 

The policy was designed to explore the issues underlying use of job market and placement data in academic program decision and planning, describe current University practice in using such information, and state the “next steps” proposed by the System for improved use of placement and job market information. The policy was intended to be used as the basis for policy discussion with the institutions and their faculties, and with the Regents as well as with state government. The expectation was that refinement of its propositions and projections would result from such discussion.

·         It was recommended that SYS 150, The Application of Job Market and Placement Information to Academic Planning, be rescinded because it was duplicative of SYS 102 components that relate to how market demand data should be included in academic program planning. The policy read like a proposal rather than a policy to enhance planning using workforce or “job market and placement information.” The same concept to use workforce demand data is already a part of SYS 102 Program Planning, Approval and Review policy. Further, use of workforce demand data is a part of the Board authorization template. Lastly, data related to program demand is a part of review templates used at institutions for program planning. The spirit of SYS 150 was reflected and integrated into an existing policy, SYS 102.

Attached please find the FY 2022 Fourth Quarter SYS Policy Priorities Preview memo. This details the policy work anticipated for April to June 2022, including policies and procedures to be distributed to institutions as well as policies and procedures to be approved.
