50 Years of Excellence
Dr. Gilmore, with a remarkable 50 years of service at UW-La Crosse, has left an indelible mark on our campus and beyond. His journey began with degrees from Hope College, the University of Minnesota, and the University of Tennessee, where he cultivated expertise in Biology (Genetics), Public Health Education, and Epidemiology, and taught classes in public health at the University of Tennessee. Dr. Gilmore started his career at the University of Wisconsin-La Crosse as an assistant professor in August of 1974, becoming a full Professor in 1981.
Dr. Gilmore's early career spanned roles in urban public health departments and the U.S. Army, where he earned the U.S. Army Commendation Medal in Preventive Medicine for his work as Supervisor of the Environmental and Statistics Section at the General Leonard Wood Hospital. When Dr. Gilmore arrived at UW-La Crosse, he was instrumental in developing the first undergraduate UWL community health program in 1976, and the first M.P.H. program in the University of Wisconsin System in 1991 for which he served as Director for over 25 years, coupled with relevant Graduate & Extended Learning programming.
Dr. Gilmore's extensive contributions include chairing statewide and national committees, serving on national panels, and leading research initiatives such as chairing the National Health Educator Competencies Update Project (CUP), which established the empirically based Hierarchical Model for Health Education Specialist competencies, still in use after 19 years. Public service also has been recognized through his endeavors, to include serving for 13 years on the American Cancer Society's National Board of Directors, and being a recipient of their St. George Medal. Dr. Gilmore has served on the Wisconsin Public Health Council since its inception in 2004 being appointed by three Wisconsin governors (Governors Doyle, Walker, and Evers), and he chaired the Council for two years. He also has been a long-term member of the Wisconsin Public Health Association, having twice received their Distinguished Service to Public Health Award in 1986 and 2017.
Over the decades, Dr. Gilmore's contributions have been multifaceted, from chairing national initiatives, to leading credit and non-credit programming for health, human service, and community-based professionals, to serving as the first Fulbright Scholar teaching and conducting research in public health practice at the All-India Institute of Hygiene and Public Health. His dedication to teaching excellence, recognized with the 2001 UW Regents Teaching Excellence Award and the 2017 UWL Eagle Teaching Excellence Award, underscores his unwavering commitment to student success and professional development.
As we celebrate his 50th year milestone, we honor Dr. Gilmore's transformative impact on public health education and epidemiology, and his enduring legacy at UW-La Crosse.
